INVITATION TO TENDER

INTRODUCTION
The Nigerian Communication Satellite, in compliance with the provisions of the Public Procurement Acts, 2007 intends to undertake the execution of the under listed projects under the 2016 Budget of the Agency. To this end, reputable and competent Contractors/Consultants with good track record of performance and experience are invited to tender for the under-listed projects.

UPGRADE OF DIRECT TO HOME (DTH) CENTRE
LOT 1: Supply of Spare Parts, CAS, SMS and Billing Software

LOT 2: System Pre-Upgrade Check and Support Services

LOT 3: Installation of 9M Ku-Bank Antenna

LOT 4: Head End Uplink System Upgrade

LOT 5: Backup Amplifier System

LOT 6: Remote Uplink Systems

LOT 7: Test Customer Premises Equipment

BROADBAND EQUIPMENT
LOT 8: Site Survey of National Assemble ICT infrastructural needs

LOT 9: Redundant Power Supply System

LOT 10: Satellite Earth Stations and Accessories

LOT 11: Network Security Servers and Software

LOT 12: Hot Spot Management Servers and Softwares

LOT 13: Logging and Reporting Servers and Software

LOT 14: Wifi Access Point Radios

LOT 15: Switches and Accessories

LOT 16: Abuja Teleport/Network Expansion Equipment

LOT 17: Lagos Teleport/Network Expansion Equipment

INSURANCE
LOT 19: Satellite In-Orbit Insurance

LOT 20: Satellite Ground receiving station insurance

LOT 21: Equipment and other assets Insurance

LOT 22: Motor Vehicle Insurance

TENDER REQUIREMENTS
All bids must be accompanied with the following:
i. Evidence of Company Registration with the Corporate Affairs Commission (CAC)
ii. Evidence of VAT Registration Certificate including TIN Number
iii. Evidence of PENCOM Registration and Remittance
iv. Evidence of Registration with Financial Reporting Council (FRC) of Nigeria
v. Evidence of Financial Strength and banking support
vi. Evidence of compliance with the amended Industrial Training Fund Act 2011
vii. Evidence of registration with relevant professional bodies
viii. Audited Accounts for the last three years, 2013, 2014 and 2015
ix. Evidence of verifiable list of similar projects executed accompanied letter of award/appointment and completion certificates from reputable organizations for the last four years
x. Company profile, year of experience and Organizational structure, including names and curriculum vitae of key technical staff
xi. Current Tax Clearance for the last three years (201 – 2015)
xii. List of Equipment for the proposed project where necessary
xiii. Name, e-mail address and telephone numbers of contact persons for the project
xiv. Affidavit of disclosure that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company is in receivership or any form of insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company have been convicted of financial crime
xv. Verifiable office address in Abuja

ADDITIONAL MANDATORY REQUIREMENTS FOR THE PROVISION OF INSURANCE
i. Published Annual Reports and Accounts approved and recently certified by the National Insurance Commission for the last 3 financial years – 2013, 2014 and 2015
ii. Certified True Copy of the Company’s registration as an Insurer issued by the National Insurance Commission (NAICOM) recently certified by the Commission
iii. Evidence of certification with relevant provisions of the NSITF Act
iv. Evidence of Registration with BPP
v. NAICOM’s approved annual returns and account for the underwriting year ending 31st December, 2016
vi. Any other information that may show the broker’s ability to carry out the assignment satisfactorily

IMPORTANT INFORMATION
i. All documents submitted will be subjected to verification from the relevant agencies
ii. Only responsive Technical Bids submitted will be subjected for detail evaluation
iii. NGCOMSAT Limited reserve the right to reject any Bid Document, and is not bound to accept the lowest Bid or any Tender
iv. NIGCOMSAT Limited reserves the right to annul the bidding process at any time without incurring any liabilities and assigning reason thereof.
v. This advertisement shall not be construed as a commitment on the part of NIGCOMSAT Limited to enter into any form of contract with any company nor shall it entitle responding bidders to seek any indemnity from NIGCOMSAT Limited by virtue of such bidder having responded to the advertisement
vi. All financial bids should be quoted in Naira (N) for all Nigerian Companies, while foreign based companies should avail themselves with the most current (prevailing) exchange rate.

COLLECTION OF TENDER DOCUMENT
Interested Companies are to collect the Standard Bidding Document from Procurement Department, NIGCOMSAT Limited, Abuja on presentation of a copy of original receipts of non refundable Tender fees of N50,000.00 (Fifty Thousand Naira only) for each lot/Project.

SUBMISSION OF TENDER DOCUMENT
Completed Bids must be submitted on or before 12.00noon on Monday, 17th October, 2016 in two separate sealed envelopes and marked “TECHNICAL BID FOR LOT…” or “FINANCIAL BID FOR LOT…” at the top left hand corner of each envelope with the Company name indicated at the back of each envelope. Both envelopes should be sealed and placed in a third envelope mark with the Lot number at top right corner and address to:

CLOSING OF SUBMISSION
All submission of bids ends on Monday 17th October, 2016 by 12noon prompt. All bidders, Civil Society Organizations, Relevant Professional Bodies and interested shareholders are invited to tender opening scheduled to take place immediately after the close of submission on 17th October, 2016 at NigComSat Ltd Auditorium by 12noon.
